Bayombong, Nueva Vizcaya — The expertise of the Philippine National Police (PNP) Forensic Group was instrumental in the acquittal of Danny John Calla y Aguilar, who had been charged with four counts of rape, violation of Section 10(a) of RA 7610, and acts of lasciviousness.
The breakthrough came through the testimony of Police Lieutenant Colonel (PltCol) Angeline B. Amangan, Forensic DNA Analyst of Regional Forensic Unit (RFU) 2, whose examination proved that Aguilar was not the biological father of the child involved in the case. Her findings, supported by DNA Laboratory Report DNA-RFU2-001-25, provided conclusive scientific evidence that led to the Court’s decision.
On February 27, 2025, PltCol Amangan appeared before RTC Branch 27, Bayombong, Nueva Vizcaya, under Subpoena ad Testificandum, and presented the results of the DNA examination. The analysis established that the DNA profile obtained from the child was inconsistent with Aguilar’s DNA, ruling him out as the biological father.
In its Consolidated Decision dated May 19, 2025, Presiding Judge Hon. Eric D. Banasan emphasized the unique power of DNA evidence to both convict the guilty and exonerate the innocent. With the prosecution unable to disprove Aguilar’s presumption of innocence, the Court ordered his acquittal and immediate release from Solano District Jail.
This case underscores the vital role of PNP forensic experts in the fair administration of justice. The professionalism and scientific expertise of PltCol Angeline B. Amangan and the PNP Forensic DNA Laboratory Division not only strengthened the judicial process but also highlighted the indispensable contribution of forensic science in protecting the innocent and upholding truth and justice.



The annual meeting and symposium of the Asian Forensic Science Network (AFSN) have consistently provided invaluable platforms for forensic professionals across the Asia-Pacific region. This year’s event was held from August 26 to 30, 2024, at the Royal Thai Navy Convention Hall in Bangkok, Thailand that brought together the 595 forensic scientists from 18 member countries. The symposium facilitated substantial discussions, collaboration, and knowledge exchange on forensic science advancements, with an emphasis on integrating forensic, humanitarian, and technological progress.
The PNP delegation played a pivotal role in the symposium’s accomplishments. PBGEN CHINAYOG, JR, the outgoing AFSN President, delivered the opening address during the official program and presided over the Annual General Meeting, emphasizing the significance of international collaboration in advancing forensic science in the region. As the immediate past AFSN President, he continues to represent the Philippines as a Board Member, ensuring the country’s active engagement in shaping the future of forensic science across Asia.
The participation of the PNPFG in this symposium was significant and instrumental in enabling our delegates to engage in scientific sessions, plenary discussions, and workgroup meetings. They did not only gained insights into the latest developments in forensic technology, DNA analysis, and drug-related forensics but also made substantial contributions through case presentations and leadership in workgroup activities. Notably, PLTCOL RUBEN A APOSTOL, JR, was elected as the Chairman of the Crime Scene Investigation Workgroup (CSIWG), demonstrating our increasing role in international forensic communities. The AFSN symposium underscores the critical importance of collaboration in forensic science, ensuring justice and advancing investigative capabilities in the Philippines.
To further advance forensic science in the region, the PNP FG plans to conduct a feasibility study for the accreditation of the DNA Laboratory Division on ISO/IEC 17025 and the SOCO Division on ISO 17020:2012. This initiative aims to encourage increased participation in international forensic research to develop solutions tailored to local challenges while aligning with global trends. It ensures the PNP FG remains at the forefront of emerging challenges, continually enhancing forensic capabilities.
The involvement of the PNP FG in the AFSN annual meeting will contribute in improving forensic science in the Philippines, providing exposure to the latest technologies, research, and global best practices. This fosters knowledge transfer, improves forensic investigations, and drives innovation tailored to local needs. Networking with international experts will promote collaboration, while discussions on DNA analysis and drug forensics will strengthen expertise. Additionally, the PNP FG aims to elevate standards through the pursuit of international accreditation, which will boost the credibility and reliability of forensic evidence in the judicial system.
